The state of California has been at the forefront of the country in introducing legislation to lower carbon emissions produced by vehicles. In recent years, the California Air Resources Board (CARB) has passed a law that all new vehicles sold in California must be electric or a plug-in hybrid electric vehicle (PHEV). The New Carb Law, Explained

To review, California Governor Gavin Newsom passed an executive order requiring that all new cars and passenger trucks sold in California must be fully-electric or plug-in hybrid (PHEV) vehicles by 2035. While 2035 is still years away, the transition to this law will be gradual and involves a string of other laws and regulations that will be enforced in the upcoming years. Automakers like Mercedes-Benz will deliver a higher percentage of zero-emission vehicles (ZEVs) and PHEVs every year, starting in 2026. In 2026, at least 35% of vehicles sold will be ZEVs/PHEVs, 68% in 2030, and then 100% in 2035.
